Site Coordinator-LIFT II Project - Iringa
Position Summary:
The position will be responsible for overall project implementation in Iringa town and other sites in region. Also will oversee and develop referral systems within each community.
Main Responsibilities will entail:
• Supporting project development and design of referral systems at in Iringa town and nearby communities. Project activities include the implementation of a referral system that links hospital clients with existing community services.
• Being responsible for monitoring and arranging support to promote technical quality of the program.
• Leading monthly monitoring meetings with local implementing partners to ensure timely and effective program implementation.
• Conducting regular meetings with stakeholders and target groups and representing the organization in relevant meetings and other forums at the site(s).
• Working closely with local government agencies (hospitals, governmental coordinating bodies) and implementing agencies (NGOs, CBOs, FBOs, business leaders) and public and private health facilities, at the respective site to ensure timely implementation of and participation in project activities.
• Routinely collecting and analyzing information on project implementation and compile and submit monthly and quarterly narrative and program monitoring data reports on time.
• Articulating progress and challenges to Country Coordinator and other project team leaders.
• Conducting ongoing monitoring and evaluation of project activities at the site emphasizing quality programming.
• Developing and/or strengthening strategic partnership forums and alliances for an expanded response to HIV and AIDS at the site level.
Minimum requirement
• Experience working in a moderately supervised role as part of a larger team.
• Mastery in the following computer programs: Microsoft Word, Excel, PowerPoint, etc.
• Fluent in Swahili and ability to communicate at a basic level in English.
• Bachelor’s degree, preferably in social sciences or public health.
• At least three years’ experience in HIV and AIDS programming.
• Experience reporting program progress using basic statistics (mean, frequency, range, etc.).
• Experience working with local government authorities.
• Possess a driving license and be able to drive motorbike.
• Knowledge of existing medical infrastructure referral system and ability to travel to nearby communities outside of Iringa Town via motorbike

Young People in the Commonwealth
Young people (under 30) constitute more than 60% of the population of the Commonwealth,
and the wellbeing and development of this 1.2 billion youth cohort are essential to the
success of the Commonwealth and its 53 member states.
The Commonwealth sees young people as assets to their societies, with a proven capability
to contribute to and lead change. It is vital to ensure they are developed and empowered
to realise their individual potential, and to contribute to their countries’ development and
the success of the Commonwealth.
Accordingly, under its Young Professionals Programme (YPP), the Commonwealth is
designating a number of junior technical positions for young people.
Economic Policy Division
The Economic Policy Division is responsible for the Secretariat’s programmes on national
and international economic issues and, with other divisions, for assisting member countries
to improve economic policy-making, management and governance. The Division plays a key
role in helping to identify solutions to the economic problems affecting Commonwealth
developing countries; in achieving an international consensus on these solutions through
analytical/ diagnostic work and advocacy; and in providing policy advice to governments.
Practical assistance for economic development is a core Secretariat activity and a high
priority for governments.
The International Trade Policy (ITP) Section undertakes policy-oriented research and
analysis and advocacy work on international trade and related development issues as per
the Commonwealth Secretariat Strategic Plan with the objective of helping member
countries achieve effective policy mechanism for integration into and effective participation
in the global trading system. The work programme is directed towards: promoting policy
approaches and actions that aim at fostering multilateral and regional trade, taking account of special requirements of certain developing member country groups in international trade;
enhancing member governments’ capacity to adapt and develop trade policies in tune with
changes in the international trading system; helping member countries and stakeholders
assess the implications arising from emerging developments in regional and multilateral
trade; prompting effective national and regional strategies and approaches to trade cooperation;
and providing policy advice and other forms of assistance with regards to regional
integration involving Commonwealth countries and their greater participation in global
trade.
The Section’s activities include undertaking policy analysis and providing informed inputs to
assist Commonwealth Members effectively formulate trade policy, negotiate and implement
multilateral and regional trade agreements, better appreciate the likely implications arising
from emerging trade-related developments and consider appropriate policy measures and
other actions for dealing with them; organising workshops and other events to promote
capacity-building in the related areas; and facilitating dialogue and international consensusbuilding
in support of the adoption of pro-development positions, particularly considering
the special development challenges of Commonwealth countries belonging to the groups of
small and vulnerable economies, least developed countries and Sub-Saharan Africa. In
addition, the Section also contributes to the Division’s and Secretariat’s work on general
development issues.
Job Summary
The Young Professional Officer will be responsible for providing the International Trade
Policy Section technical and administrative support for delivery of analytical work,
organisation of advocacy meetings and capacity building workshops, and preparation and
documentation of policy work. Reporting to the Head of Section of International Trade
Policy, the post holder will undertake policy research including data analysis, literature
review and provide support to the team in key areas of Section’s trade policy work.
Key Accountabilities
Assist the ITP Section with literature review, data analysis, information gathering
and analytical work on trade and trade-related development issues;
Work with the relevant Advisers in conducting analysis on multilateral and regional
trade negotiation issues of interest to member countries;
Assist the Section with data work involving Commonwealth countries’ trade
performance and intra-Commonwealth trade flows;
Assist the ITP Section in the preparatory processes for major publication projects
and their dissemination;
Assist the Section in preparing analytical and briefing papers on such issues of
interest as multilateral and regional trade negotiations, supply chains, South-South
trade, and other trade-related emerging and development issues;
Assist Advisers/Head of Section with research and data analysis for preparing papers
and presentations in different forums; Assist the Section with the preparation of terms of reference and contracts for
external consultants, organising meetings, workshops and conferences as part of the
programme of activities;
Assist in and conduct other trade-related research as required, and contributes to
speeches, presentations and talking points for senior officials.
Adhere to the Gender Equality values of the Commonwealth as enshrined in the
Charter and Secretariat’s Gender Equality Policy.
Performs any other duties as may be required from time to time.
Person Specification
This role forms part of the Young Professionals Programme (YPP), so to be considered
candidates must be no older than 27 years old as at the close of applications.
Education:
A strong first degree in Economics, International Trade or related discipline.
A relevant post graduate qualification is highly desirable.
Experience:
At least one year of demonstrated work experience in the area of Economics or
International Trade. The work experience may be gained through a combination of paid
employment, post graduate research, and placement or internship positions.
Good data analysis/quantitative skills and experience of working on international trade
agreements and/or the functioning of international trade organisations such as the
World Trade Organisation will be advantageous.
Knowledge and Skills:
Excellent understanding of international trade theories and their applications.
Ability to review the literature and other information to prepare concise reports.
Ability to organise, plan and prioritise workload, efficiently and accurately within
tight deadlines with minimum supervision.

UNESCO/Japan Young Researchers’ Fellowship Programme
Objective of the Programme
The UNESCO/Keizo Obuchi Research Fellowships
Programme (UNESCO/Japan Young Researchers’ Fellowship Programme) funded
under the Japanese Funds-in-Trust for the capacity-building of Human
Resources will aim, in particular, to impact on capacity-building and
research activities in the following areas:
- Environment (with particular emphasis on water sciences);
- Intercultural Dialogue;
- Information and Communication Technologies; and
- Peaceful conflict resolution.
Eligibility and Conditions for Applications
Applicants, a maximum of TWO from each applying National Commission, must meet the following general criteria:
- Candidates under this Programme must be post-graduate researchers, already holding either an M.A. or M.Sc. degree (or equivalent) and wishing to pursue research work abroad (preferably in their own region) with a view to enhancing knowledge in one of the four specific fields mentioned in paragraph D.1 below. Thus, those who are in the process of completing their Master’s degree must have completed it PRIOR to taking up their Fellowship.
- Candidates must be persons of high intellectual promise who may be expected to make significant contributions to their country on return.
- Candidates must be no more than 40 years of age. Thus, applicants born before 1 January 1975 will not be considered under the Programme.
- The selected Fellow must carry out the research under the auspices of an academic supervisor in a host institution. Confirmation of acceptance from the academic supervisor is imperative.
- Priority attention will be given to: * Women candidatures * Candidates from least developed countries (LDCs) * African researchers
- Candidates must be proficient in reading and writing the language of instruction in the proposed country of study/research.

At the request of the Office of the President of the General Assembly (OPGA), the UN Non-Governmental Liaison Service (UN-NGLS)
is conducting an open process to obtain nominations for a civil society
speaker in the UN event to officially launch the International Decade
for People of African Descent, which will take place at UN Headquarters
in New York on Human Rights Day, 10 December from 3:00-6:00pm. Criteria
for candidates for this role are outlined in Section A below. The
individual selected will receive travel funding.

ACT
2015 is a youth mobilization initiative led by the PACT, a coalition of
25 youth organizations, in partnership with UNAIDS. ACT 2015 aims to
secure a post 2015 development framework that integrates and advances
sexual reproductive health and rights (SRHR) and the HIV response.
In support of this critical initiative, the PACT, in collaboration with the UNAIDS Regional Support Team, is hosting the ACT 2015 phase 3 MENA* regional workshop on
the training of the trainers for the Advocacy strategy toolkit
(developed in Phase 2) which will be held in English, in Cairo for the
scheduled dates 2-4 February 2015.
Organizations applying to attend the workshop must submit a letter of interest that includes:
- rationale for why their organization should be selected based on criteria listed below, and
- rationale for the nominated young leader to attend the workshop on behalf of the organization, based on criteria listed below.
Criteria for selection of the organization are as follows:
(1) Demonstrated experience in the area of HIV and SRHR
(2) Demonstrated experience or interest in national level advocacy and lobbying
(3) Demonstrated experience in working and coordinating with other youth organizations
(4) Youth-led or youth serving
(5)
Working with young key populations (young people who inject drugs,
young people involved in selling sex; young men who have sex with men;
young transgender people, youth people living with HIV) is a strong
plus.
Criteria for selection of the nominated young leader to attend on behalf of the organization:
- 18-29 years old
- Proficiency in English;
- Previous experience or strong interest in national level advocacy;
- Knowledge in sexual and reproductive health and rights and HIV for young people;
- Good speaking and writing skills;
- Interest in understanding the post-2015 process;
- Ability to deliver on tight deadlines.
Selected
candidates will receive necessary skills in advocacy to lead the
national ACT-2015 initiative together with their organizations and local
partners. Upon return, the candidate will be requested to present an
overview and outcomes of the workshop to their organization, discuss
next steps for involvement in phase three of ACT 2015 and beyond and
report back to the ACT 2015 team within the period of 2 months on actions to be taken by the organization

Conference: Policies for Competitive Smallholder Livestock Production
4 March - 6 March 2015
Gaborone, Botswana
The
Botswana Institute for Development Policy Analysis (BIDPA) in
collaboration with the International Livestock Research Institute (ILRI)
and The Australian Centre for International Agricultural
Research (ACIAR) will hold a conference with the theme "Policies for
Competitive Smallholder Livestock Production".
The conference aims to provide an opportunity for African and international scientists and the broader stakeholder groups in the livestock production sector to discuss competitiveness in livestock production systems and improving the livelihoods of livestock farmers, especially smallholder farmers with emphasis on Southern Africa.
The
broader objectives of the conference are to gather researchers, policy
makers and development partners work in the area of assessing
competitiveness in agricultural food production and marketing, and to
provide answers to various questions rotating around four thematic
areas. It is hoped that at the end of the conference, there will be
specific recommendations for the key questions and how to enhance
competitiveness of smallholder farmers so that they participate more in
markets and hence improve their livelihoods.
The Conference Program Committee is calling for papers/posters that address the various development issues related to competitiveness of smallholder livestock farming in Southern Africa region under the following sub-themes:
- Measures of competitiveness in smallholder livestock production and policy advocacy
- Market access and utilisation
- Role of collective action in enhancing competitiveness of smallholder livestock farmers
- Governments' role in the provision of livestock support services

vast desserts of the Sahara, from rural communities to crowded

different perspective, a perspective that focuses on the priorities of
young people on the grassroots level and the position of women in the
societies that they pass through.

The Egerton University and the German Centre for Rural Development (SLE) offer two PhD positions
in the field of climate change. The PhD students will contribute to the Sub-Project 8 (SP8): “Climate
Change and Ecological Sustainability of Horticultural Value Chains” under the supervision of the
Egerton University and Humboldt, SLE and PIK academics.
The central aim of the sub-project 8 is to provide a comprehensive analysis on the impacts of climate
change on horticultural production and environmental sustainability issues, by considering different
farming systems, including smallholders, outgrowers, export farms, and urban/peri-urban glasshouse
production. Based on this analysis, the project shall identify options both for adapting to a changing
climate and for reducing greenhouse gas emissions on farms and along value chains.
Applicants are expected to develop, define and implement their own PhD research project within the
SP8.
Applicants for this PhD positions should have a background in at least one of the following fields:
Economics, agriculture / horticulture, environmental science / natural resources management, rural
development. Applicants must hold a Master’s degree with excellent results. Very good written and
oral English and excellent MS Office skills are essential for this position. Knowledge of German is
beneficial, but not required.

The candidate shall have a strong interest to conduct research work in climate change adaptation at
multiple levels, including farm, community, and national level. The main objective of the PhD
research will be analysing the impacts of climate change on different farming systems, and to identify
measures to increase resilience to climate change. The smallholder farming system is in the center of
research interest. Moreover, synergies and trade-offs between climate change adaptation and
mitigation are to be identified, and other yet to be determined indicators of ecological sustainability
to be considered, e.g. water use, biodiversity, pest management, soil quality and competition for
land. The candidate shall have prior experience of conducting research in developing countries,
preferably in East Africa. Further the candidate should have first experience or knowledge on tools

B. Specific expectations and duties of the Climate Change Mitigation research fellow:

(Product Carbon Footprint PCF) of different value chains and to recommend options for increasing

vegetables is in the center of research interest. Moreover, synergies and trade-offs between climate
change adaptation and mitigation are to be identified, and other yet to be determined indicators of
ecological sustainability to be considered, e.g. water use, biodiversity, pest management, soil quality
and competition for land. The candidate shall have prior experience of conducting research in
developing countries, preferably in East Africa. Further the candidate should have first experience or
knowledge on tools and methods to measure carbon or ecological footprints and/or methods to
measure greenhouse gas emissions from land use change, agriculture or horticulture.

A. Specific expectations and duties of the Climate Change Adaptation PhD candidate:
The candidate shall have a strong interest to conduct research work in climate change adaptation at
multiple levels, including farm, community, and national level. The main objective of the PhD
research will be analysing the impacts of climate change on different farming systems, and to identify
measures to increase resilience to climate change. The smallholder farming system is in the center of
research interest. Moreover, synergies and trade-offs between climate change adaptation and
mitigation are to be identified, and other yet to be determined indicators of ecological sustainability
to be considered, e.g. water use, biodiversity, pest management, soil quality and competition for
land. The candidate shall have prior experience of conducting research in developing countries,

B. Specific expectations and duties of the Climate Change Mitigation research fellow:
The candidate shall have a strong interest to conduct research work in climate change mitigation
focusing on reducing greenhouse gas emissions along the horticultural value chain. The main
objective of the PhD research will be to estimate the amount of GHGs emitted per unit of product
(Product Carbon Footprint PCF) of different value chains and to recommend options for increasing
production efficiencies and reducing the PCF. Smallholder production on African indigenous
vegetables is in the center of research interest. Moreover, synergies and trade-offs between climate
change adaptation and mitigation are to be identified, and other yet to be determined indicators of
ecological sustainability to be considered, e.g. water use, biodiversity, pest management, soil quality

Multi-country CEDAW Shadow Report Training (deadline 21 October 2014)
International Women's Rights Action Watch (IWRAW) Asia Pacific with the support
of Masimanyane Women's Support Center (South Africa) will be hosting a
multi-country CEDAW shadow report training from the 21-24th of November 2014.
This training will take place in South Africa. The location to be
confirmed. This training is financially supported by the Swiss Agency for
Development and Cooperation.
Only participants from the Gambia, Liberia, Madagascar, Malawi, Namibia and Senegal are eligible to participate in this training as these countries will be reviewed by the CEDAW Committee in 2015. Those interested are requested to send the completed application form (attached) and supporting documents to IWRAW Asia Pacific by Tuesday 21st of October 2014. Call for Essays: Africa Youth Day
Women
account for
about half of Africa’s talent base. As a group, they have been
marginalised and
their economic, social, political and environmental contributions go in
large
part unrealised, underutilized and undervalued. Poverty and HIV/AIDS
still
carry a female face. Women' education is often sacrifice because of
varioussocio-economic and cultural reasons and women are among the most
affected byconflicts and violence. Empowering their participation in the
community and the
workforce greatly increases
economic growth, reduces poverty, enhances societal well-being, and helps
ensure sustainable development in all countries.
It is against this background that the African Union
Heads of State and Government have dedicated next year, 2015, as the "Year of Women’s Empowerment and Development
towards Africa’s Agenda 2063”. As a
prelude to these celebrations, the African Union Commission is celebrating this
year’s Africa Youth Day under the theme: Delivering
on the Potential of Africa’s Young women.
Celebrated on the 1st of November, The
African Youth Day aims to promote
an increased recognition of youth as key agents for social change and economic
growth in all aspects of African society. The event also aims to contribute and
channel the youth motivation, energy and idealism to reinforce the efforts
towards the achievement of a sustainable development in the Africa.
To open up this discourse, the African Union
Commission invites young Africans to submit an essay of not more than 1500
words, which identifies and makes the case for policy measures to support the
empowerment of young women. Entries are encouraged to be evidence-based,
drawing on experiences of the writer or other individuals or institutions.
Finalists will be invited
to celebrate the African Youth Day at the African Union Commission in AddisAbaba, Ethiopia and engage with
Ministers of Youth from across the continent.
Winning essay shall be published and presented at various high level
policy meetings in 2015.
Competition Rules:

SCOPE OF WORK
Improvement of
Fuelwood Balance in Selected Seven LGAs of Katsina State
The International Centre for Energy,
Environment & Development (ICEED) works to promote energy and climate
security for Nigeria’s poor. In partnership with OXFAM Novib and the European
Union, ICEED plans to improve the fuel wood balance in seven (7) Local
Government Areas in Katsina State. Part of the strategy to deliver this result
is through the development of the supply chain for fuel efficient woodstoves.
The seven Local Government Areas include Mashi, Mai Adua, Dutsi, Daura, Sandamu, Zango and Baure.
The actions
of this result will contribute to the Special Objective as follows:
1.
At least 30% of the target households
has adopted new stoves and the majority of users, mainly women, are satisfied
with the health and fuel consumption performance of these new technologies;
2.
Stove artisans operate sustainable
businesses and 75% has a healthy cash flow; at least 25% of the businesses are
run by women; and
3.
At least two financing institutions
have support mechanisms for small credits to fuelwood reducing stove suppliers
and beneficiaries.

Programme Officer will also work to scale-up the project, including coordinating

systems for the project office. He/She will work closely with the project

§ Support
budget tracking, preparation of account and management of payroll;
§ Contribute
to the development and maintenance of financial systems and processes;
§ Providing
advice and information to the Finance Administrator;
§ Ensuring
all financial regulations(ICEED and donor agency) are adhered to;
§ Prepare monthly financial report and bank reconciliation;
§ Quarterly financial reporting on progress against
project indicators using monitoring and evaluation tools;
§ Set up office management systems with efficient
filing and retrieval systems for electronic and non-electronic information;
§ Ensure expenses are properly coded and conform to
cost principles as outlined in the EU financial manual and reporting format;
§ Ensure internal control systems are followed;

of expenses by project and ledger code; match all transactions to accompanying

JOB SUMMARY
The Drivers will be responsible for the management of
logistics and transportation of both project personnel an goods within and
outside the project areas. These officers will also be responsible for ensuring
effective maintenance of project vehicles. The drivers will also assist the
admin support unit in arranging logistics during events such as workshops,
conferences, etc.
RESPONSIBILITIES:
§ Drive the project team to locations or sites where
project activities take place;
§ Ensure that all project vehicles are driven with
care, caution and safety;
§ Inform the project management when project vehicles
are due for service or need major maintenance or repairs;
§ Assist in arranging logistics during project
events; and
§ Any other related duties that may be delegated.

School Certificate;
