Commonwealth Scholarships for Developing Commonwealth Countries

Scholarships Deadline: December 3, 2014
Location: UK.
The Commonwealth Scholarships are intended for students from developing Commonwealth countries who wants to pursue Master’s and PhD study in the UK. These scholarships are funded by the UK Department for International Development (DFID).
Host Institutions:
You are requested to apply for a course of study at  UK universities with which the CSC has a part funding agreement.
Fields of Study:
All subject areas are eligible, although the CSC’s selection criteria give priority to those applications that demonstrate strong relevance to development.
Each Scholarship provides airfare to and from United Kingdom, tuition and examination fees, personal maintaining allowance, thesis grant (if applicable), initial arrival allowance, among others. Please see the 2015 Commonwealth Scholarship Prospectus for full scholarship benefits.
Eligibility:
To apply for the awards covered in this prospectus, candidates should:
  • Be Commonwealth citizens, refugees, or British protected persons
  • Be permanently resident in a developing Commonwealth country
  • Be available to commence their academic studies in the United Kingdom by the start of the UK academic year in September/October 2015
  • Hold, by October 2015, a first degree of upper second class Honours standard (or above); or a second class degree and a relevant postgraduate qualification, which will normally be a Master’s degree.
Application instructions:
The CSC cannot accept any applications direct from candidates for these scholarships. All applications must be made through your nominating agency (or university/university body, if applicable) in your home country. You must check with them in the first instance for specific advice on how to make an application and for their own closing date.
All Commonwealth Scholarship candidates must be nominated by an approved nominating agency/ university/university body, and must submit their application form using the Electronic Application System (EAS).  Deadline for applications is 3 December 2014.

Executive Education course on evaluating social policies

Dear Colleagues,

We are delighted to announce that that International Labour Organization in collaboration with the Abdul Latif Jameel Poverty Action Lab (J-PAL) at MIT is offering an Executive Education course on evaluating social policies, specifically labor market interventions. The course will take place at the American University of Sharjah from November 16-20 2014.

Policymakers and practitioners the world over need more evidence on which social programs work. A key step in providing more evidence is building the skills of academics, evaluators, and researchers to conduct rigorous impact evaluations. This training is a five-day courses that will provide participants with a thorough understanding of impact evaluations using a combination of lectures and case studies from real randomized evaluations. While the course is centered around the why, how, and when of randomized evaluations, it will also discuss the importance of a needs assessment, measuring outcomes effectively, quality control, and monitoring methods that are useful for all kinds of evaluations.

The course is designed for participants from a variety of backgrounds, but requires prior exposure to impact evaluation or randomized evaluations through work or courses such as the ILO Evaluation Clinic or J-PAL's Executive Education. 

Admission to the course will be competitive. Interested applicants must complete the course application by October 17. Accepted applicants will receive a scholarship that covers course registration fees (normally valued at $2,000). Course participants will be expected to pay for their travel, accommodation, and visa for the five days of the course, although travel scholarships are also available.

Successful graduates of the course will receive a certificate from JPAL at MIT and an opportunity to receive funding for their impact evaluation.

CONFERENCE INVITATION Beyond 2015 Copenhagen CSO Conference UN City, Copenhagen, 13-14 November 2014



The Beyond 2015 Copenhagen CSO Conference will bring approx. 200 civil society representatives to Copenhagen
with the objective of taking stock of the Post-2015 agenda and the global goals for sustainable development. The
conference is an important opportunity for jointly discussing the outcome of the 69th session of the UNGA, influensing
the final UNSG Synthesis Report on the Post-2015 Development Agenda, and to engage in CSO strategizing for the
crucial and final year of the Post-2015 negotiations. Addressing the social, economic and environmental aspects of
inequality will be a specific theme for the conference.
In the first day and a half, civil society representatives will explore the challenges and opportunities in the Post-2015
process, and produce an outcome document, including an agenda for action and key recommendations to policy
makers and Government representatives. The Beyond 2015 Copenhagen CSO Conference will lead up to a high-level
segment on the 14th of November 2014, co-organized by Beyond 2015, Ministry of Foreign Affairs of Denmark and the
UN City in Copenhagen, which aims to facilitate a dialogue between Beyond 2015 and Governments and UN
representatives.
Mr. Mogens Lykketoft, candidate for President UN General Assembly and Mr. Mogens Jensen, Danish Minister for
Trade and Development has confirmed their participation, and we have invited Mrs. Amina Mohammed, UN
Secretary-General's Special Adviser on Post-2015 (TBC) and Mr. Sam Kutesa, current President UN General
Assembly (TBC) as keynote speakers. The programme is being developed and additional speakers will still be added.
The Beyond 2015 Copenhagen CSO Conference will be a key moment for global civil society to take stock of progress
on the creation of the new Post-2015 framework and influencing the final stage of negotiaitons, raising the ambition and
ensuring that governments are committed to an ambitious, transfromative agenda which tackles the key issues of our
time; inequality, environmental sustainabilty, poverty eradication, human rights, peace and security and participation.
CSO leaders from national, regional and global Post-2015 processes are strongly encouraged to apply for participation.
Criteria for attendance by civil society;
- Knowledge and expertise in poverty, inequality and marginalisation in the context of sustainable development in all
three dimensions – the social, environmental and economic;
- Experience in the post-2015 process at the national, regional or global level;
- Active member of an organization or platform involved in the Post-2015 process;
- Represent and be accountable to a wider constituency;
- Committed to feedback to the partners at regional and/or national level;
Participation is not restricted to Beyond 2015 members. Gender, regional and thematic representation will be
considered.Funding for a number of participants from the Global South is available. Please indicate this in the
conference application form. The conference organizers will review all applications and inform succesfull applicants by
October 3, 2014. Self-funded participants must also submit a full application.

Call for Abstracts: Adolescents Sexual Reproduction Health and Rights (ASRHR) and HIV in Africa Symposium, 8 – 10 December 2014, Lusaka, Zambia



The Conference secretariat invites the submission of abstracts of contemporary programme and research innovations for the Adolescents Sexual Reproduction Health and Rights (ASRHR) and HIV in Africa Symposium to be held form 8- 10 December2014, Lusaka, Zambia. Adolescents and young women are disproportionately affected by Sexual, Reproductive Health and Rights issues and HIV. Poor access to sexual reproductive health information and services; gender based violence; lack of participation; limited voice and self-esteem are critical problems that prevent a healthy transition from adolescents to adulthood.

The ASRHR and HIV in Africa, meeting therefore will be organised around the issues that affect adolescents with the aim to:
- Interrogate evidence, research and responses on adolescent SRHR and HIV in Africa to inform programs and interventions beyond 2015
- Explore and promote accountability mechanisms and frameworks on adolescent SRHR an HIV in Africa.
- Provide a forum for evidence based advocacy to influence policy, practice and discourse.
- Identify local driven solutions on adolescent SRHR and HIV that work and promote their use to foster ownership and sustainability.
- Engender partnerships for ASRHR and HIV with traditional, religious, private sector and other stakeholders to meet the resource requirements for effective responses.

The symposium aims to bring together programme experts, researchers and volunteers from government, non-governmental organisations, civil society and international partners from diverse clinical, academic and social settings from around the country as well as from the region. To stimulate networking and debate, the symposium will include a variety of keynote papers, symposia, concurrent sessions, poster presentations and visual presentations.

The 2014 ASRHR National organising Committee welcomes the submissions of abstracts for Oral or Poster presentation during this symposium, with the rationale of making new or original contributions to the body of knowledge in ASRHR and HIV.

To be considered, abstracts must;
- Advance understanding of interventions targeting young people and communities;
- Offer new innovations in ASRHR and HIV methodologies particularly for programs/ projects working at both community and health facility level;
- Inform the development or effectiveness of HIV prevention/treatment/care and support/ impact mitigation strategies and organizational interventions or arrangements for adolescents;
- Inform debate in health policy or public health in relation to the ASRHR and HIV response;
- Advance knowledge in the improvement of science within the ASRHR and HIV prevention, care and treatment

The conference welcomes abstract submission in the following tracks:

- Track A: Maternal Mortality and teenage pregnancy/adolescent motherhood
- Track B: HIV prevention, treatment, care and support for Adolescents
- Track C: Sexuality education
- Track D: Sexual, gender based violence and child marriage
- Track E: SRHR for Marginalised adolescents
- Track F: Public Private Partnerships for Adolescent SRHR/HIV
- Track G: Role of faith based/community stakeholders in ASRHR
- Track H: Rights, responsibilities and participation of adolescents in ASRHR/HIV issues

The conference organizing committee is particularly interested in abstracts meeting the needs of adolescents’ and young people who are traditionally under-represented and fall under the marginalized communities segment. The committee will pay particular attention to SRHR/HIV interventions implemented for adolescents at community level, working with community based organizations and groups.

All abstracts should be no longer than 350 words in 11 font size. Two types of abstracts will be accepted:
- Research: Suited for research conducted in all disciplines. The abstract format should include background, methods, results and conclusion.
- Program: Suited for lessons learned through program, project or policy implementation or management. The abstract format should include an introduction/background of the program area, Program Description and Lessons Learnt or Best Practice. Submission of abstracts open on 5 September 2014 and closes on 4 October 2014.

All abstracts should be submitted online on the conference website (www.asrhr.org) by close of business on 4 October, 2014.

Abstract Review and Selection Process

All submitted abstracts will go through a review process carried out by members of the conference scientific committee and will conduct the final selection of abstracts. Abstracts can be selected for oral presentation or to be presented as a poster. Notification of acceptance or non-acceptance of abstracts will be emailed to the submitting author by 28th October, 2014 and it is the submitting author’s responsibility to inform all co-authors of the status of the abstract.

EU Climate Action Commissioner Hosts Ministerial Roundtable on Climate Change

21 September 2014: An Informal Ministerial Roundtable on Climate Change, focusing on progress on the UN climate change negotiations, was hosted by EU Climate Action Commissioner Connie Hedegaard. The roundtable was held in the lead-up to other major climate events held in New York, including the 20th meeting of the Major Economies Forum (MEF) and the UN Secretary-General's Climate Summit.


The purpose of the roundtable, which took place on 20 September 2014, in New York, US, was to discuss how “progressive countries” can work together for an ambitious agreement in Paris in 2015. The event attracted the participation of approximately 40 developed and developing countries, including least developed countries (LDCs) and small island developing States (SIDS).


Describing the event as “tremendously rewarding,” Commissioner Hedegaard said the high ministerial attendance was a good indication of interest to keep up ambition for the 2015 UN Climate Change Conference in Paris, France, and work together to ensure the best possible outcome.


She also commended UN Secretary-General Ban Ki-moon for convening the Climate Summit, which would constitute “the biggest turnout of Heads of States discussing climate at the top level” in the history of the UN and which, together with investors and business communities, would send a “very strong message to the world that the political will is there, that the solutions are there” for Lima and Paris.
