A new way of volunteering with VSO: 4 weeks per year for the project cycle of 3 years.
 
Background
The St. Francis Referral Hospital (SFRH) is located in Ifakara, Southern Tanzania and has a capacity of 400 beds and attracts approximately 700,000 referral patients per year from Kilombero and other neighbouring districts. The hospital is connected historically and operationally to a number of other health institutions. All the local partner institutions depend on each other in order to be able to act as a platform for health care, training and research. Through the support of volunteers there is real potential to strengthen Ifakara as a centre of excellence in healthcare, training and research.
 
In order to allow the hospital to fulfill its role as a regional referral and teaching hospital, quality of services need to be improved through better infrastructure, strengthening of the financial and human resource management and by ensuring availability of qualified staff, equipment and drugs. Swiss Development Cooperation and VSO are supporting the SFRH to improve its quality of healthcare services in a sustainable way by offering accessible and affordable quality services to the population and providing excellent training and research opportunities to the local partner institutions. Based in the hospital as the Monitoring and Evaluation Specialist, you will work closely with the staff to improve quality of healthcare services in a sustainable way.
 
What does the role involve? • Supporting the hospital management to develop tools for collecting departmental data concerning quality of services • Developing a platform to generate reports related to clinical services, management and accounts using ICT systems • Guiding departments to establish data collection and management systems • Facilitating capacity building of all staff in the departments to improve the overall data collection system • Establishing clear monitoring and evaluation policies and procedures for hospital management • Facilitating collaboration between departmental management and Ifakara health Institute on research specific issues
 
Skills, qualifications and experience required
You can apply for this role if you are a qualified monitoring and evaluation specialist with a masters-level research-based degree and a minimum of 2 years experience. You will have the ability and experience teaching, training and mentoring staff and developing specific goals and plans for trainees. It is desirable but not essential to have worked in Africa. You will need to be available for the period of project, 3 years or a minimum of 2 years with the flexibility and availability to travel and come to train for 12 weeks in a year, (2 weeks every 2 months). We are looking for someone who is a team worker with good social and interpersonal skills and networking abilities. You should be able to handle conflicts in a constructive consultative way and have a flexible personality, adapting easily to new situations, and being able to set realistic expectations on working in a hospital in the tropics.

Ifakara in the south of Tanzania is an authentic savannah grassland area that is green during the rainy season and brown in the dry season. Daytime temperatures vary between 32-39 degrees Celsius throughout the year. Southern Tanzania is home to some of Africa’s best national parks and game reserves. There is some good hiking around Mbeya, the largest town in the southwest, but it’s the country’s two largest parks, Ruaha National Park and Selous Game Reserve that provide the most awe-inspiring encounters with lions, elephants and wildebeests. Mikumi is a smaller national park, but its proximity to Dar es Salaam makes it handy for those without the time for the full safari but who still want to see some wildlife. While on placement, we’ll ask you to commit to 12 weeks per year for up to 3 years to make a sustainable contribution. In return, we’ll give you comprehensive financial, personal and professional support. We’ll provide you with extensive training including language classes before your placement, and our financial package includes a local living allowance, return flights, accommodation, insurance and more. When you return to your home country, we’ll support you to resettle.

Job Objectives
To provide strategic direction, oversight and leadership to the Maternal, Newborn and Child Health (MNCH) programme within AMREF project in Simiyu that is consistent with National standards, guidelines and policies.

Key Responsibilities:


  • Participate actively in relevant efforts and forums addressing MNCH in the lake zone Tanzania and beyond
  • Work closely with partners, ministry of health and social welfare and other relevant ministries and stakeholders in sharing and dialoguing along the identified project strategic components in addressing MNCH issues
  • Generate pragmatic and evidence-based initiatives for bridging the existing gap between
  • MNCH community needs and access to health care system
  • Actively contribute in strengthening AMREF MNCH portfolio

  • Provide guidance on timely compilation of projects reports and facilitating prompt submission to senior management in AMREF, MoHSW, and to CIDA.
  • In liaison with Tanzania SMT, National Offices and technical teams, participate in identification of opportunities for new programme development and write concept papers and proposals consistent with Government of Tanzania priorities and AMREF strategic directions.
  • Regularly searching for new information and research findings in MNCH issues, and other related issues and applying knowledge to enhance performance
  • Provide guidance to the team in identifying areas for operational research for MNCH issues
  • Guide and lead the team in documenting lessons learnt for programme development and scale-up, and disseminating knowledge and best practices in meetings and journals

Qualifications and Experience:

  • MD with Masters Degree in public health, reproductive health, clinical medicine or related field.

UNDP Azerbaijan and the Ministry of Youth and Sport of the Republic of Azerbaijan are organizing the country’s first International Model UN Security Council Conference to be held in October 2013 in Baku. The theme of the Conference will be “Cyber Security”.
 
The Conference will bring together 45 university students and graduates from Azerbaijan and fourteen other states currently serving as members of the UN Security Council. Selected candidates will participate in a two-day pre-conference training workshop to be organised in collaboration with the UN DPI HQ and followed by a simulated session of the UN Security Council.
 
As participants in this Model UN Conference, students will be required to step into the shoes of ambassadors to the UN, representing the foreign policy of Security Council member states as accurately as possible. Preparation for and participation in this simulation of the UN Security Council will help students develop research, writing, public speaking and analytical skills, which will prove invaluable throughout their lives. Furthermore, students will learn the value of consensus building, conflict resolution and cooperation and enhance their leadership and inter-personal skills.

The
Global Campaign for Climate Action is awarding Adopt a Negotiator (AaN)
Fellowships to exceptional young people that we think possess the
ability to effectively push their countries toward unlocking climate
solutions nationally and internationally. AaN Fellows will have an
opportunity to help shape their government’s role in solving climate
change. They'll join a team of passionate, dedicated and talented
activists from around the world; participating in moments that will
shape if and how the governments respond adequately to the climate
challenge. Their efforts will build on a proud legacy of past
‘Negotiator Trackers,’ and make important contributions to the climate
movement in a creative, challenging and exciting role.

Applicants
must be 18 to 30 years of age; available to attend the Warsaw Climate
Change Conference in Poland (from November 8th to November 24th, 2013);
and able to actively contribute to the Adopt a Negotiator project as an
activist and blogger from mid-September of this year through May of
2014.






Here are some of the qualities we are looking for:


  • You understand the landscape. Our
    Fellows should not only understand climate change, they are also
    familiar with their country’s national and international climate
    politics; preferably with the UNFCCC itself - its history, its inner
    workings, and its roles in addressing climate change.
  • You are an excellent communicator. Our
    Fellows can quickly translate the complex and hard to communicate
    developments that happen during climate negotiations and other key
    moments into compelling, accessible, creative, actionable communications
    across multiple channels and mediums. Our primary tool is blogging –
    Fellows must be skilled bloggers – but the ability to leverage other
    communications tools and channels with strategic and/or large audiences
    via new and traditional media is also key to their success.
  • You have informed empathy. Our
    Fellows seek out a deep understanding of how climate change affects
    people in different situations, in different ways, all over the world –
    security, health, livelihood, values, politics, business, etc – and can
    tap into that understanding to help them connect with with various
    audiences (including their negotiators).
  • You are brave. In
    a short amount of time, each Fellow has to build relationships with
    experts in our partner network, members of the media, their country’s
    negotiators and other decision makers. Fellows need to quickly absorb
    and synthesize new information; take public stands on complicated
    issues; get their ideas and opinions out to fellow activists and media
    in their home country in meaningful ways.
  • You are fast. Our Fellows are able to rapidly respond to events and opportunities inside climate negotiations and out.
  • You are dedicated. Our
    Fellows understand the stakes involved in responding to climate change,
    and are dedicated to helping push for progress in spite of the many
    setbacks, challenges and complications we face along the way. While we
    expect to count on our Fellows’ full-time participation during the
    Warsaw Climate Change Conference, they also actively participate in the
    project throughout their Fellowship's duration.

Internal Investigation Officers-TRA

Purpose of the Job
To conduct speedy, objective and cost-effecive investigations into allegations of corruption, fraud and other malpractices within Tanzania Revenue Authority and to make appropriate recommedations.

Major Activities of the Job
i.      Investigate cases authorized by the Commissioner General and submit written reports with appropriate recommendations within reasonable time.
  1. Plan investigation procedures and steps to be adopted, and draw out plans for approval.
  2. Performing risk measurement and analysis for drawing active investigation plans.
  3. To conduct the field work on the basis of the approved plan.
  4. Hold interviews and discussions with parties considered necessary.
  5. Review operating systems and procedures and make appropriate recommendations.
  6. Interrogate staff or any other person in order to collect evidence and review its sufficiency, relevance and reliability.
  7. To compile evidence and review its sufficiency, relevance and reliability.
  8. Conclude the investigations by issuing a draft report on investigation findings and recommendation of measures to be taken by Management for subsequent review by senior officer.
  9. Conduct corruption vulnerability assessment to identify areas susceptible to corruption and fraud.
  10. Attend disciplinary Committee sittings and court sessions when summoned.
  11. Perform any other duties as assigned the supervisor.

 Minimum Job Requirements.
     Qualifications.
i.   Advanced Diploma or University Degree in Law, Business Administration, Management, Accounting, Science, Social Sciences or its equivalent from a recognised Institution/University.
ii.   Formal trainings on Investigation concepts,methods and techniques or intelligence gathering and processing of informers or interviewing and report writting skills or Basic knowledge of the rules of evidence and court procedures will be added advantage.
    
 Experience
 The applicant should have a minimum of three (3) years of relevant work     experience
