Program Assistant, Vulnerable Populations

Commonwealth Fund
New York, New York
The Commonwealth Fund is a private foundation that aims to promote a high performing health care system that achieves better access, improved quality, and greater efficiency, particularly for society's most vulnerable, including low-income people, the uninsured, minority Americans, young children, and elderly adults. The Fund carries out this mandate by supporting independent research on health care issues and making grants to improve health care practice and policy. An international program in health policy is designed to stimulate innovative policies and practices in the United States and other industrialized countries. The Fund has an endowment of $600 million, and an annual budget of $31 million, approximately 60 percent of which is spent extramurally in grants and 40 percent intramurally in developing programs, conducting research, and communicating results to influential audiences.
THE PROGRAM
The Commonwealth Fund’s Program on Vulnerable Populations, part of the foundation’s efforts in the field of delivery system improvement and innovation, is designed to assure that low-income, uninsured, and minority populations receive care from high-performing health systems . The program consists of two components: 1) the Vulnerable Populations grantmaking program, and 2) The Mongan Commonwealth Fund Fellowship in Minority Health Policy. The fellowship program, established in 1996 and based at Harvard Medical School, seeks to develop physician leaders who will address the health needs of vulnerable populations through delivery system improvements. The Vulnerable Populations grantmaking program was created in April 2011 and is a natural outgrowth of and builds upon the Fund’s past and current work in community health systems and state health care policy. The program recognizes that states and localities are responsible for the health and well-being of th eir residents, and most resources for vulnerable populations are channeled through, originate from or are expended within states. Key strategies for the program include:
Monitoring and Tracking: documenting and tracking health care utilization and quality of health care for vulnerable populations at the state level.
Delivery System Reform: Encouraging state- and regional/local-level planning for systems of care that can meet the health care and related needs of vulnerable populations.
Current Models and Future Opportunities: Identifying promising practices and delivery system models and developing and disseminating policy recommendations to support innovations and improvements in care systems so they can better serve vulnerable populations.
Government Policy Levers: Working with CMS, State Medicaid programs, HRSA, and other agencies and payers to identify incentives and supportive federal and state policies that would achieve equity in access and quality, and address concerns related to vulnerable populations across a continuum of care.
The Vulnerable Populations program is part of the Delivery System Innovation and Improvement Program Cluster along with the Health System Quality and Efficiency Program, the Long-Term Care Quality Improvement Program, the Patient-Centered Coordinated Care Program and the Payment and System Reform Program.

 Invitation
The Swedish International Development Cooperation Agency (Sida) offers, as part of its bilateral development assistance, Advanced International Training Programmes of strategic importance to the social and economic development in the participants’ countries. The International Training Programmes are specially designed for persons qualified to participate in reform processes of strategic importance on different levels and holds a position in their home organisation with a mandate to run processes of change. This methodology is based on the assumption that your country wish to carry out changes and are willing to invest own resources to achieve these changes. In the long-term perspective the programmes shall contribute to institutional strengthening and capacity development in the participants’ countries.
Training is focused on support to indivual or team plans for change. The plan shall be well established in the participant’s organisation and is a basic part of the programme concept. In this brochure you will find information on the specific objectives for this particular programme, its content and structure, and how and when to apply. You will also find an application form. UNSCR 1325 was a milestone in international efforts to end “gender blindness” and marginalization of women in post conflict peace and security operastions. Its wide ranging provisions mandated a role for women across all stages of the conflict to peace transition.
The issues of UNSCR 1325 have long been on the International Community’s agenda. Much of UNSCR 1325 focuses on opening access for women’s influence and to participate in peace processes. It is also important to empower women (and concerned men) to participate and directly contribute to the implementation of UNSCR 1325. Another issue that highlights the complexity of the implementation is the coordination and accountability to promote and ensure knowledge awareness and action on UNSCR 1325 issues of local institutions. In that respect the work with conducting National Action Plans has now started and should be supported as well as the implementation.
The point of departure for women’s participation in peace processes and the development in the society is the right perspective. Women and girls have their right to participate in political processes and in other decision making mechanisms and the role of women as actors need to be strengthened specifically in conflict- and post conflict countries. We invite participants who have the capacity to constructively influence a sustainable and peaceful development in their countries through their positions within governmental organizations, human rights commissions, civil society organizations, academic institutions, media and private sector. We trust that the Programme will be of importance to you and hereby invite you to nominate candidates

Please note that this program targets only: Colombia, the Democratic Republic of Congo, Georgia, Liberia and South Sudan.
The principle aim of the training is
  • To contribute to the understanding of the need for increasing women’s influence and participation in the conflict management and postconflict reconstruction;
  • To increase the recognition of the special needs of girls and women
  • in peace processes.
  • To enable organisational and professional change where participants will be able to use the knowledge and tools provided by the programme to contribute to the implementation of UN Security Council Resolution 1325.
Target Group
The programme admits 25 participants from the following countries: Colombia, DRC, Georgia, Liberia and South Sudan

The management team consists of experts from the field of women, peace and security and project management which will ensure that the programme will be both useful and inspiring, combining different international and national perspectives. The content of the programme is also centred on experience sharing between the participants as well as with trainers.
The main focus of training in Sweden is on theoretical and practical components within the field of women, peace and security with an emphasis on project design, results based management and communication strategies, and has been divided into 4 learning modules:
1. Experience of working with 1325
2. Understanding structures and processes for the implementation
of 1325
3. Planning and strategies for the implementation of 1325
4. Actions for the realization of 1325

till Kvinna in collaboration with the Department of Peace and Conflict

POST GRADUATE STUDIES OPPORTUNITIES

Brief description:

The KAAD scholarships are addressed to post-graduates and to academics who already gained professional experience and who are interested in postgraduate studies (or research stays) in Germany. This program is administered by regional partner committees, staffed by university professors and church representatives.

Host Institution(s):

German Universities and Higher Education Institutions

Fields of study:

There is no specific subject-preference. However, the selection board has often given preference to courses and subjects that they felt to be of significance for the home country of the applicant. This holds true especially for subjects of PhD-theses. There is therefore a certain leaning towards “development oriented” studies – this does however not mean that other fields (cultural, philosophic, linguistic, etc.) can not be of significance for a country and are ruled out.

Number of Scholarships:

Not specified

Target group:

Citizens of developing or emerging countries in Africa, Asia, the Middle East or Latin America.

There is a preference for Catholic applicants. Among the scholars there is however also a limited number of: Protestant Christians, Orthodox Christians (especially from Ethiopia), Muslims. Catholic Priests and Religious People are eligible only in very rare cases. There are other scholarship programmes catering especially for them.

Editor’s Note: For Muslim students, see the List of Scholarships for Muslims.

Scholarship value/inclusions:

Covers the cost of studies. Inquire with the scholarship provider for more information.

Eligibility:

For the scholarship programme 1 of KAAD you can apply if you:

• come from a developing or emerging country in Africa, Asia, the Middle East or Latin America
• have a university degree and professional experience from your home country
• want to acquire a master’s degree or a PhD at a German university or do a post-doctoral research project (2-6 months for established university lecturers) at a German university
• are a Catholic Christian (or general belong to a Christian denomination). Candidates from other religions can apply if they are proposed by Catholic partners and can prove their commitment to interreligious dialogue.

The general rule is that applicants for Master-scholarships should be of the maximum age of 30, while applicants for PhD-scholarships should not be older than 35.

Application instructions:

KAAD is working with focus- and partner countries in your region. There are so-called Partner Committees in these countries and applications are channelled via them. Visit the web page relevant to you: Africa (sub-Sahara), Asia, Latin America, Near and Middle East (including northern Africa).

Applications for the September selection need to be complete by end of June. Applications to be tabled in the March-session of the selection board need to be complete by end of November the previous year.

Applicants needs to show either an admission letter or a confirmation by the university that they are eligible for the course and that the application has been received and being processed.

Frontiers in Development Policy Course

Increasingly challenging and complex policymaking environment
The conduct of development policy can be a very complex and challenging exercise.  A typical policymaker has to deal with a multitude of challenges which are often closely interlinked.  Successful policymaking, thus, requires a solid awareness of specific issues, combined with a good understanding of how the different issues interact with one another.  Moreover, the ability to design and to formulate an effective development strategy has to be complemented with the capacity to implement it.

Cutting edge leadership course with a holistic approach and practical focus
The Leadership Course "Frontiers in Development Policy" provides participants (i) with a broad-based understanding of the functioning and the complexity of a modern economy, and (ii) with a better awareness of the latest thinking and approaches to development policy.  The Course puts a strong emphasis on enhancing the participants' knowledge and skills to formulate and implement policies and programs, and to deal with the emerging policy challenges in a rapidly changing world.  The numerous inter-linkages in the development process are thoroughly explored.  Major themes include:

  • Defining Development and the Development Challenges in the 21st Century
  • Engines of Growth and Competitiveness
  • Governance: Enhancing Public Sector and Provision of Public Goods and Basic Services
  • Addressing Human and Social Development Issues
  • Managing Risks and Exogenous Shocks

The Course underscores the practical aspects of development policy by focusing on the 'how to' of reforms--using carefully selected case studies to discuss what worked and did not work.

World class faculty
This state of the art Course features lectures and presentations by leading thinkers and experts.  Selected resource persons include:

  • Kaushik Basu (Senior Vice President and Chief Economist, World Bank)
  • Otaviano Canuto (Vice President PREM, World Bank)
  • Shanta Deverajan (Chief Economist for Africa, World Bank)
  • Marianne Fey (Chief Economist for Sustainable Development, World Bank)
  • Jeffrey Frankel (Harvard University)
  • Indermit Gill (Chief Economist for Europe and Central Asia, World Bank)
  • Bernard Hoekman (European University Institute)
  • Michael Kremer (Harvard University)
  • Steve Radelet (Georgetown University)
  • Tony Venables (Oxford University)

Well-targeted curriculum
This Course targets "up-and-coming" policymakers and development practitioners who are likely to be future leaders and change agents. They may be experts in specific aspects of development, or newly appointed officials, who require a "well-rounded" understanding of the broader development process.  The course will also be useful for university faculty, CSO representatives, and development policy analysts.

Course Dates: 22-26 April 2013
Course Venue: The Course, offered by the World Bank Institute in partnership with KDI School will be held at the World Bank headquarters in Washington, DC.
Course Fee: $1000
Language:  The Course will be conducted entirely in English.

Submit your application for Global Youth Village international summer camp

The United Nations Human Settlements Programme (UN-Habitat) on Tuesday launched a call for applications for the Urban Youth Fund. In a press release, the agency announced that the Fund will for the fifth year in a row provide grants to projects led by young people aged 15-32 years who are piloting innovative approaches to employment, good urban governance, shelter and secure tenure. Small development initiatives are eligible for grants up to $25,000. These grants aim at promoting youth empowerment as the solution for better urban governance.

Indeed, of the one billion slum dwellers in the world today, it is estimated that more than 70% are under the age of 30. These young people have few resources available to improve their own living. Interestingly though, there are many youth-led initiatives in slums and squatter settlements around the world that require support in their efforts to transform their communities. This has led UN-Habitat to reconsider the youth as drivers for change. Through this Fund, UN-Habitat embraces the belief that youth are a solution for sustainable urban development.

The agency invites young people based in cities or towns from the developing world to apply for grants from the Fund.

The application will open from February 15th 2013 to April 15th 2013.

More information and details are available at www.unhabitat.org/youthfund

Good luck !

MENTOR-VIP is designed to assist junior injury practitioners develop
specific skills through structured collaboration with a more experienced
person who has volunteered to act as a mentor. The programme provides a
mechanism to match demand for technical guidance from some people with
offers received from others to provide technical support.

Mentoring arrangements may take place in whatever language or languages the
mentor and mentee are comfortable to communicate in. The majority of
interaction between mentor and mentee takes place through low cost
electronic communication such as email, internet-based telephony, or
telephonic exchange.

In the first six years of function, MENTOR-VIP has established over 50
mentor mentee pairings. Each year we want the highest number of high
quality applications possible, which will require active dissemination from
all of us with respect to the programme and how to apply.

A general orientation of the programme is to initially target skills
development needs among more junior injury practitioners in low- and
middle-income countries. The skill categories targeted by MENTOR-VIP
include:

1. Planning and conducting research
2. Evidence-based programme design and planning
3. Programme implementation and management
4. Programme monitoring and evaluation
5. Policy analysis and development
6. Imparting knowledge and skills
7. Advocacy and communication
8. Assuring funding support

Applicants indicate which categories of skills they would like to develop
in providing their candidate profile, which is used to short list
candidates. Short listed candidates are then requested to provide
supplementary information which details the nature of their prospective
collaboration with a mentor. The pool of mentors who have volunteered for
the particular cycle next review this supplementary information as well as
the candidate profiles and rank candidates according to their preference
for mentoring them. Finally, the Core Group for MENTOR-VIP assigns
mentorship pairings on the basis of the rankings.

*I would be very grateful if you could take steps to ensure that
information about MENTOR-VIP is distributed within your office and relevant
country networks and that potential applicants to this programme are made
aware in a timely fashion.*

The main message for potential candidates is that applicants who wish to
apply for one of the available positions must do so by the application
deadline of May 10 through the capacity building section of WHO
headquarter's website for injury and violence prevention. You should also
be aware that the WHO Regional Offices were specifically noted as an entry
point where we could improve our efforts to disseminate information about
this programme and point prospective applicants to our website. All of you
have networks of CC's in your region, technical experts, country office
staff and academics who support your work who can assist in disseminating
this information. I would be very grateful if you can give this some
thought and leverage those networks.

All applications to the programme are made online and more detailed
information is available at *

What is youthinkgreen? youthinkgreen – jugend denkt um.welt is an international educational youth initiative and trains about 220 teenagers from 10 industrialised, emerging and developing countries to become climate ambassadors. The initiative works with the local youth to develop concepts tackling environmental/sustainable problems in their local area. These concepts then result in the creation of local sustainability projects, which ultimately aim at mobilising a growing sustainability movement.
