Senior Program Officer, Communication and Community Outreach & & Program Officer Care & Treatment and PMTCT

The Ariel Glaser Pediatric AIDS Healthcare Initiative (AGPAHI), an affiliate of Elizabeth Glaser Pediatric AIDS Foundation (EGPAF); is Tanzanian led and managed national organization focusing on pediatric AIDS and healthcare. AGPAHI works in collaboration with Tanzania Government Entities through the Ministry of Health and Social Welfare and Prime Minister’s Office –Regional Administration and Local Government and other stakeholders/partners to eliminate pediatric AIDS. At the same time, AGPAHI supports the provision of high-quality HIV services and ensures that efforts to reach the shared goal of the elimination of pediatric AIDS are well-integrated into existing regional and district health systems.

AGPAHI focuses on implementing activities through innovative strategies as a response to our country’s current approach on HIV/AIDS as stated, “TANZANIA BILA UKIMWI INAWEZEKANA,” and it is from this slogan that we believe in “doing more, doing it better and reaching further with fewer resources” as AGPAHI’s role in achieving an HIV free generation.

JOB TITLE Senior Program Officer, Communication and Community Outreach
RESPONSIBLE TO: Executive Director
LOCATION: Dar Es Salaam

PURPOSE OF THE POSITION:

AGPAHI being a service oriented local NGO working to improve Children and families’ health by eliminating pediatric HIV/AIDS through capacity building, advocacy research, prevention and treatment while working in partnership to create and implement innovative solutions for improved healthcare; is looking to recruit a Senior Program Officer to provides support in communication, advocacy, and education initiatives that build awareness of the importance and availability of services to prevent and treat pediatric infections, and which support scale-up and increased utilization of these services. He/she will work closely with the Senior Technical and Operations Staff to identify and address key implementation obstacles and opportunities while providing technical guidance on program issues to be addressed and documented from the field.


Major Duties and Responsibilities

1. MANAGEMENT OF THE AGPAHI POLICY ON COMMUNICATION AND COMMUNITY OUTREACH STRATEGIES


Under the guidance of the Executive Director, implement and update the communication and outreach strategy for AGPAHI programs, with objectives and performance indicators.
Prepare annual work plan and budget for the Communication and Outreach activities as per AGPAHI’s scope of work
Implement planned activities with the AGPAHI Technical Team, allies and partners and report as required.
Produce quarterly narrative reports against the planned budget and performance indicators on communication and community outreach activities.
Supervise all activities done by the Technical team in relation to communication and community outreach.
Report effectively on progress of organization’s communication and community outreach strategies and program activities.



2. COMMUNICATION AND MEDIA ENGAGEMENT


· Increase awareness among the Tanzanian media entities on pediatric AIDS and prevention issues.
Expand media coverage on Organization’s work on pediatric AIDS prevention and treatment services and other health initiatives.
Develop and distribute press releases, media advisories, fact sheets and other appropriate IEC materials to support media coverage of Organizations and partner activities.
Working with AGPAHI Management Team and Senior Public Policy to prepare AGPAHI leadership and other spokespersons for media interviews and/or presentations.
Develop visibility materials describing AGPAHI donor funded programs, activities and achievements.
Establish relationships with USG agencies in Tanzania and other donors/ partners /media officers and coordinate and support media activities as appropriate.
Prepare media and site briefs and speeches for senior AGPAHI officers or other partner organisations and coordinate events in the field.
Play the role of Quality Control to ensure all materials conform with the United States government branding guidelines, AGPAHI branding guidelines and other partner’s branding guidelines
Organize media workshops and training of journalists in the area of PMTCT and Care and Treatment.
Organize and facilitate journalists exposure visits to highlight the Organization’s and partners work on CTC and PMTCT

3. ADVOCACY

Collaborate with other network partners in organising and managing meetings and events with national, regional and District officials.
Identify opportunities for Public Private Partnership.
Manage the project partnership with Partners and other projects that will emerge related to communication and outreach supported by AGPAHI.
Identify good will ambassadors who can strongly advocate for the organization’s activities.
· Identify members of parliament who are activists on HIV/AIDS issues and together address the issue of pediatric AIDS in their constituencies.

4. NEW BUSSINESS DEVELOPMENT

Identify opportunities for Public Private Partnership and new funding opportunities.
Organize all meetings on proposal development in relation to Public Private Partnership.
Manage partnership with Public private Sectors.

5. CONSULTATION, COORDINATION AND SUPPORT TO KEY STAKEHOLDERS


Participate in external meetings and events as requested, including at local, regional and national levels.
Represent the AGPAHI programme to key stakeholders, partners and allies, donor agencies, government bodies, etc.
Collaborate with the MoHSW in matters related to communication and education.
Work with the community linkage team to understand the work of the districts and build capacity and identify areas for communication.
In collaboration with programme teams, organize CTC opening.

OUTREACH SUPPORT TO AGPAHI’S TECHNICAL TEAMS PROGRAMME

Support AGPAHI’s technical teams to develop communication and outreach initiatives at community and district levels.
Provide information, materials for outreach and advice as appropriate in consultation with the relevant teams.
Work with the care and treatment and PMTCT programme team to identify and address key communication and education issues arising from the programs.
Participate in AGPAHI technical team meetings and identify potential topics for presentation during the meetings.
Document PMTCT and care and treatment programme success stories and notes from the field and share with partners at the local and national levels through various media.


Required qualifications

Education and experience

A degree in Social Sciences, Law, Mass Communications, journalism or related field.
At least three years of experience in HIV/AIDS Communication and
Advocacy programs in Tanzania.

Essential Skills and Knowledge

Energetic, independent and self-motivated;


Excellent journalistic verbal and written skills and ability to write simply for diverse audiences;
Excellent management and diplomatic skills;
Knowledge of existing in country key players of HIV & AIDS related networks or the willingness to acquire this knowledge quickly;
Experience in working with NGOs;
Ability to frequently travel to the field (up to 50%);


Desirable Skills and Knowledge

Knowledge of Kiswahili language an advantage.
· Excellent interpersonal skills, and high levels of self motivation, integrity and initiative
· Good computer skills in Word, Excel and PowerPoint
Experience of working with a wide range of stakeholders, with proven ability to provide support to communication and advocacy initiatives.


JOB TITLE: Program Officer Care & Treatment and PMTCT

DIRECT SUPERVISOR: Regional Program Coordinator

LOCATION: Shinyanga

PURPOSE OF THE POSITION:

The Program Officer will work as a key member of AGPAHI’s Technical team, under the managerial and technical leadership of the Regional Program Coordinator, Shinyanga. The PO will work in close collaboration with other staff members to ensure that all activities that need to be performed in AGPAHI’s programs which fall under the Regional (including reporting of the Organization programs) are executed with required standard and speed.

MAJOR RESPONSIBILITIES AND TASKS

Assists in co-ordination of Care and Treatment and PMTCT in the programs
Assists in co-ordination of in Dar es salaam as well as training of health workers at project sites and other sites as deemed necessary by the project and MoHSW officials
Co-ordinate care and treatment and PMTCT activities at local partner sites
Provide technical support and assistance to health facilities and project staff
visit health facilities and provide onsite technical support and assistance to health facilities
Lead planning for specific activities and initiatives within AGPAHI scope of work and coordinate with other clinical leaders to make sure that these activities are well integrated within the broader clinical program
Work in integrating PMTCT and Care and Treatment programs
Together with sub grantees, plan and oversee sub grantee site activities
Assist program in identifying new partners
Facilitate monitoring and communication with partners and donors
Assist in writing progress reports and submit to the Program Coordinator as required in a proper and timely manner
Track progress at individuals sites through site visits and reports
Assist with regular preparation of the statistical care and treatment and PMTCT reports

Reflective practice and organizational learning

Document lessons learnt and provide inputs into the way forward for project implementation
Collate and share project’s lessons learnt and better practices
Assist in the dissemination of lessons learnt and better practices from the program.

Required Qualifications

Education and experience


Medical degree (MD) or equivalent (or other clinician i.e AMO,CO preferably with Masters in Public Health)
Preference will be given to those with:
Previous training in care and treatment and PMTCT according to the NACP guidelines.
Experience in providing care and treatment and PMTCT services in a community setting
Experience with research programs
Writing analytical reports
Computer literacy is necessary and the applicant should be comfortable working with the basic Microsoft packages (Word, Excel & Power Point)
